Austria’s National Assembly passed a new gambling law last Wednesday, more than two years after the debate over the legislation began.
The new law was widely criticized for being too restrictive, however, with the national gaming trade association, Automatenverband, claiming that it would be disastrous for independent operators.
And it was also criticized by several parties in the parliament: the left-wing Green Party, the only party to vote against the law, said it failed to provide the required level of player protection, while the far-right Freedom Party of Austria said it failed to actually regulate online gambling.
Under the law, licenses would be harder to attain and there would be strict regulations on where machines are permissible and the amount of machines that can be operated.
However, it would open up the whole country to slot machines, where previously they could be operated in only four provinces – the capital Vienna, Styria, Carinthia and Lower Austria.
The number of casino licenses was also raised from 12 to 15 under the new law, and stakes and prizes were limited to a maximum input of €10 and a maximum prize of €10,000.
Geography also becomes a big factor, with arcade licenses limited to one for every 1,200 people (or one for every 600 in Vienna), and a minimum distance of 15 kilometers between each arcade (or 2km in Vienna).
